May said she would talk to Trump at a North Atlantic Treaty Organisation summit later on Thursday about the leaks, which included the publication of photographs of the bomb site by the New York Times.

Manchester Arena bomber Salman Abedi was in Dusseldorf about four days before the attack, according to German intelligence.

But Manchester United fans stood together in defiant mood as their team's triumph in European football's Europa League final brought some much-needed smiles to a city still in pain.

She said the security services had foiled 18 plots since 2013.

British officials were particularly angry over photos published by The New York Times showing remnants of a blue backpack which may have held the explosive.

The decision to stop sharing police information with U.S. agencies was an extraordinary step as Britain sees the United States as its closest ally on security and intelligence. "We won't let hate win", she said.

Britons faced stepped-up security, authorities pushed forward with raids they said were uncovering key evidence and a trans-Atlantic rift opened Thursday in the aftermath of a deadly concert bombing.

He had a troubled relationship with his Libyan immigrant parents, who raised him along with his sister and two brothers in Manchester.

British security services were also upset that 22-year-old Abedi's name was apparently leaked by USA officials while police in the United Kingdom continued withholding it and while raids were underway in Manchester and in Libya.

As the probe into the possible network continues, the father and brother of suicide bomber Salman Abedi were arrested in Libya.

In her first substantive comments since Monday's attack claimed by the Islamic State (IS) group, Grande hailed the compassionate spirit of her fans and vowed not to give in to divisions.

Earlier, the Greater Manchester Police condemned the investigation leaks on behalf of the National Counter-Terrorism Policing units in a statement that suggested a severe rupture in trust between Britain and the United States. Interior minister Amber Rudd said the official threat risk remained at its highest level, "critical", meaning another attack is expected imminently.

Chief Constable Ian Hopkins said the force could not make a "direct link" to the Manchester Arena bombing in which 22 people died, seven of them children.

A third suspect, a local woman, was also arrested Wednesday overnight during an armed raid but was later released without charges.

Elders at the south Manchester mosque believed to have been frequented by Abedi insisted that his actions were wholly alien to their preaching, and pointed the finger at online radicalisation.

A German magazine, meanwhile, reported that British police informed their German counterparts that Abedi had received paramilitary training in Syria.

The terrorist attack was the worst to strike Britain since the "7/7 attacks" of July 7, 2005, carried out by al Qaeda operatives who targeted buses and subway stations in central London, leaving 56 people dead and more than 700 wounded. A minute's silence was observed in honour of the victims at a square in central Manchester and in other places in Britain.
