Conway Defends GOP Health Care Bill: 'ObamaCare Has Robbed People of Choices'
Jun 27, 2017, 01:37
President Trump is "leaving open the possibility" that his conversations with former FBI Director James Comey were taped, presidential counselor Kellyanne Conway said. Health and Human Services Secretary Tom Price echoed Conway's comments on CNN Sunday morning, telling State of the Union guest host Dana Bash that cuts to Medicaid "just wouldn't happen" under the Senate bill.
On June 25, Conway defended the Better Care Reconciliation Act.
In fact, the legislation would roll back the Affordable Care Act's Medicaid expansion, starting in four years.
"I heard no one on the stump out there saying 'we're going to target kids, we're going to target seniors and nursing homes and the disabled community for cuts, and that's their campaign platform", said the Tampa Democrat. "This slows the rate for the future, and it allows governors more flexibility for the future with Medicaid dollars".
"What it's done under ObamaCare it's expanded the Medicaid pool of people who, quote, qualified beyond that".
"Obamacare took Medicaid, which was created to help the poor, the needy, the elderly, the sick, the disabled also children, and pregnant women, it took it and it went way above the poverty line and opened it up to many able-bodied Americans who should probably find other - should at least see if there are other options for them", she said.

The White House counsel asserted that many able-bodied Americans did not need Medicaid because they could find employers who offer health care benefits, stating that Americans who lose Medicaid benefits "should probably find other - at least see if there are other options for them".
Research from the Kaiser Family Foundation bears that out: "Among Medicaid adults (including parents and childless adults - the group targeted by the Medicaid expansion) almost 8 in 10 live in working families, and a majority are working themselves". The report also found that only 63 percent of Americans who worked for companies that offered health benefits received health coverage from their employers. It would also make deeper cuts to Medicaid by placing "per capita caps" on the program such that states will receive only a set amount of money for each recipient, no matter how much their care actually costs. Among Latino children, she said the rate dropped from 14.4 percent to 8.5 percent during the same two-year period.
To deal with the funding reductions, states would have to make hard decisions affecting children's coverage and scope of benefits. The nonpartisan Congressional Budget Office said that under the House bill, 23 million fewer people would have coverage by 2026.
