Karnataka can have its own state-flag: Constitutional expert

The panel has been tasked to look into the legal aspects of a state flag.
The committee was constituted after a representation was submitted to the state government by journalist-writer and president of Karnataka Vidyavardhaka Sangha, Dharward, Patil Puttappa and social worker Bheemappa Gundappa Gadada.
While Siddarmaiah denied any connection between the decision and the coming assembly elections, political analyst Narendar Pani said it was part of the widespread anger in the state against the Centre.
The question is valid as according to constitutional experts, a state can have its own flag as long as it is flown lower than the national tricolour. "The Congress-ruled government is triggering separatism in the state", he said, speaking to reporters here. Former Karnataka chief minister and Union minister D V Sadananda Gowda dismissed the move, saying, "India is one nation and there can not be two flags in one country".
If the flag comes into being, Karnataka will be the second state to have its official flag after Jammu and Kashmir, which enjoys a special status under Article 370 of theConstitution.
Drawing flak after Karnataka government set up a panel of nine-member to design state's legally-accepted flag, KC Venugopal, state in-charge for Congress party, said he will seek a clarification from the state government on the issue. A state can have its own flag.
This comes at a time when the Siddaramaiah government was protesting against the use of Hindi in the state. Later D.V.Sadananda Gowda said that the Kannada flag will be made compulsory in all government offices and educational institutions on November 1. Noteworthy, if this move by the Congress leader Siddaramaiah led state government sees the light of the day, then Karnataka will only be the 2nd state in India to officially have a flag of its own.
A jubilant BJP has already gone to town stating that they had turned down such request for a state flag, when they were in power in Karnataka.
"If the BJP is opposed to it then can they say openly that they are against a state flag", the CM was quoted as saying by the media. This issue had been raised earlier too, but such a flag only represents "the people and not the state", the official said.
