Court papers make clear that Flynn knows the identities of at least two members of Trump's transition team who were intimately aware of his outreach to Russian government officials in the weeks before the inauguration.

Lefcourt, a past president of the National Association of Criminal Defense Lawyers, said it signals that Mueller believes information from Flynn will be used to successfully prosecute other Trump associates.

Court documents say Flynn was instructed by "a senior official of the Presidential Transition Team" to discuss holding back on retaliation with Kislyak.

After the December 29 announcement, the Obama administration was openly puzzled by Moscow's decision not to retaliate, and began investigating possible interference by Flynn and the Trump campaign.

Previous reports have purported that Flynn spoke with then-Russian ambassador Sergey Kislyak shortly after President Barack Obama imposed sanctions on Russia.

Flynn is the fourth former Trump associate to face charges in the investigation, the first who actually served in Trump's White House.

The Obama administration, in a rare step that shocked its Middle East ally, planned to abstain on the motion rather than veto it as had been done in the past.

In the Security Council case, Flynn was told by "a very senior member" of the transition team to press Russian Federation to stall or block the vote, the court documents show.

"The false statements involved mirror the false statements to White House officials which resulted in his resignation in February of this year", Cobb said.

Flynn's pledge to cooperate with Mueller could lead to further charges, but an attorney for Trump, Ty Cobb, said no one else was affected by this latest development.

But Trump has repeatedly rejected that view.

Flynn was an early and vocal supporter on the campaign trail of President Donald Trump whose business dealings and foreign interactions made him a central focus of Mueller's investigation.

Mueller's charging documents state bluntly that Flynn interfered with the FBI's inquiry into Trump-Russia collusion.
