The report also makes it clear McCabe did not act with Comey's approval.

Comey said he told McCabe he was upset about the story, which he thought improperly confirmed the investigation and was likely to increase friction between the Justice Department and FBI. The report says that McCabe authorized the leak and then misled investigators about it, leaking in a way that did not fall under a "public interest" exception. "And the rush to fire him, at the goading of the president, was unworthy of the great traditions of the Department of Justice", McCabe's counsel said in the statement on Friday.

"McCabe had no motive to lie or mislead about media contacts he had the authority to direct", Bromwich said in an emailed statement.

'I don't think I did, ' he said in January.

"Who does that?" Jordan asked rhetorically.

"Mr McCabe had no motive to lie or mislead about media contacts he had the authority to direct, nor did he make any effort to co-ordinate accounts of the events in question with the two other Federal Bureau of Investigation employees with whom he worked on trying to correct a potentially false narrative", his lawyer Michael Bromwich said in a statement.

The former DOJ official stepped down from his post later that month and went on a long-term leave that was supposed to last until his retirement. Trump said on Twitter.

The finding is contained in an inspector general report obtained Friday by The Associated Press.

"The OIG also concluded that McCabe's disclosure of the existence of an ongoing investigation in the manner described in this report violated the FBI's and the Department's media policy and constituted misconduct". Comey wanted him off the call out of an "abundance of caution" because of "appearance issues" following a Wall Street Journal article about political donations to his wife from former Virginia Gov. Terry McAuliffe, an ally of Clinton. However, we concluded that McCabe's decision to confirm the existence of the CF Investigation through an anonymously sourced quote, recounting the content of a phone call with a senior Department official in a manner created to advance his personal interests at the expense of Department leadership, was clearly not within the public interest exception. Trump and other Republicans have called for the appointment of a special counsel to investigate the issue.

All that emerged on Friday, however, was a pardon for former Dick Cheney aide Scooter Libby and tweets about McCabe and Comey.

Trump fired Comey from his job in May of 2017.

That investigation is also expected to address the actions of Comey, whose upcoming book is already making waves and prompted Trump to call Comey a "weak and untruthful slime ball" in a tweet.

'James Comey is a proven LEAKER & LIAR. He lied to Congress under OATH, ' Trump said.
