The alleged victim told officers Incognito threw a tennis ball at him and then heaved a dumbbell in his direction over what sounds like a dispute about politics. He said Incognito, 34, then cursed at him, telling him to get out of his "playground". He told the dispatcher Incognito, who was dressed in shorts and no shirt, was trying to hit him as they talked.

Because of Incognito's "muscular frame", officers said they used two sets of handcuffs linked together and double locked them.

"A gentleman threw - he chucked a tennis ball at me for no reason".

Brown said that when he asked Incognito why the government would be watching him, he replied that Brown didn't have a high enough security clearance to discuss it with him.

'I'm thankful I didn't get hurt. When told he could potentially be a danger to others, Incognito asked a woman in the nearby pool to call the Federal Bureau of Investigation, according to the report.

'I just want him to get help, ' Mark said.

"Incognito would also suddenly jump and move locations without warning", the officer added. 'Obviously he was not doing well this morning and took it out on me a little bit'.

Brown and Rosenthal took Incognito into custody under Florida's Baker Act, which allows for people to be hospitalized for 72 hours if they are deemed a danger to themselves or others. The Rams released Incognito, who was claimed by the Bills in 2009 for a three-game stint.

In the wake of a report that detailed his harassment of Martin, which included racist remarks, Incognito spent a year and a half out of the National Football League before the Bills signed him for the 2015 season. Incognito was among the players identified for targeting teammate Jonathan Martin in the Miami Dolphins' bullying scandal during the 2013 season.

The Bills reacted to Incognito's stated intentions by placing him on their reserve/retired list, but he reportedly began feeling that he wanted to play again once teams began offseason training sessions.

Just a month beforehand, Incognito and his team had agreed to a renegotiated contract.

Incognito was suspended and eventually dropped from the Dolphins.
