Proposal to split California into three states qualifies for November ballot

Come November, voters will decide if they want California to be split into three states.
Tim Draper, the main proponent of the initiative and its prime bankroller, gathered at least 402,000 signatures to divide California into three parts: a state called Northern California sprawling from OR down to San Francisco, another called California that'd primarily include Los Angeles and a band of land up the coast, and another dubbed Southern California that'd include Fresno, Bakersfield and San Diego. On Tuesday, elections officials said a sample of the signatures projects more than 402,468 of them are valid - more than enough to be included on a November ballot that could see as many as 16 propositions by the deadline for certification later this month. If it's approved by voters, the proposal would still require a congressional OK - and would very likely face legal challenges on both the state and federal levels, according to experts.
"Southern California" would include San Diego and most of the Central Valley.
A CNN analysis in April found that even if California split into three states, it would still be underrepresented in the Senate compared with most of the US. Three separate Californias would also shake up the Electoral College, which picks the president.
Present day California is the world's fifth biggest economy with a GSP (gross state product) of $2.75 trillion, according to data from the U.S. Department of Commerce, making it bigger than the United Kingdom economy. The measure aims to create states with relatively equal populations and economic strengths. "Californians deserve a better future".
This isn't the first time that Draper has put forward a ballot initiative in favor of breaking up California.
When a person or group backing a measure says it has enough signatures to qualify for the ballot, those signatures are turned over for verification. "Three states will get us better infrastructure, better education and lower taxes", he wrote. For a variety of reasons, that seemed to be way too many new states for most people.
"Northern California" would feature Sacramento, San Francisco and a chunk of the state extending to the OR border.
