Can Maduro hold onto power in Venezuela? | The Stream

Russian Foreign Minister Sergei Lavrov repeated Moscow's assertion that the United States was using aid deliveries as a pretext to carry out military action in Venezuela.

Maduro denies that there is a crisis, despite overseeing a hyperinflationary economic meltdown that has spawned widespread food and medicine shortages.

The draft resolution is expected to be put to a vote Thursday afternoon, a council diplomat said, speaking on condition of anonymity ahead of an expected announcement.

The U.S. draft asks U.N. Secretary-General Antonio Guterres to help ensure there is a free, fair and credible presidential election with worldwide observers.

A resolution needs nine votes to pass the council and no vetoes by the permanent members - the United States, Russia, China, France, and Britain.

The United States is leading a push for recognition of Guaido, who heads the National Assembly, backed by about 50 countries.

Guaido over the weekend called for the global community to make clear all options were on the table to oust Maduro, after security forces loyal to him violently drove back the opposition's attempts to bring humanitarian aid into the country.

He said that the world should back Guaido and "address the destabilizing results of Maduro's corrupt, fraudulent and incompetent reign, which just this weekend brought instability and violence" to the borders of Brazil and Colombia.

"If Beijing and Moscow kill it off, the USA will claim the moral high ground", said Gowan, a senior fellow at the UN University Centre for Policy Research.

Spain's Prime Minister Pedro Sanchez said Wednesday Venezuela's leader Nicolas Maduro had "no intention of negotiating" but rejected any foreign military intervention in the economically-strapped country.

"The only thing to discuss with Maduro at this point is the time and date for his departure", Pence tweeted.

The proposed measure stresses the importance of ensuring the security of opposition members, but a reference in a previous draft expressing "full support" for the National Assembly was dropped.

Reportedly, the protesters hoped they could maintain pressure on Maduro after self-proclaimed interim president Juan Guaidówas widely recognized as legitimate at the end of January on the worldwide stage.

Guaido was to travel to Brasilia to meet President Jair Bolsonaro today.
